1. Race Dynamics → Collective Action Problems

Crucial paradox the Atlas highlights: democratized model architectures coexist with concentrated frontier capabilities — running advanced models requires millions in GPU infrastructure. So proliferation is asymmetric: low-end capabilities spread widely; frontier capabilities remain concentrated due to compute economics.

3. Uncertainty Undermines Traditional Policymaking

Traditional oversight fails:
- Corporate boards lack systemic-risk evaluation incentives
- Regulators cannot match development velocity
- Academic researchers depend on corporate funding/compute access

5. Power and Wealth Concentration
AI creates winner-take-all dynamics. The org developing AGI could gain decisive advantages across all human domains. Empirical evidence: AI adoption significantly increases wealth inequality, benefiting capital owners while displacing workers.
This threatens democratic governance itself. When information access depends on private entities, democratic institutions struggle. Countries without domestic AI capabilities face permanent dependence on AI leaders.
