Five systemic obstacles that prevent effective AI governance even when individual interventions are sound: race dynamics, proliferation, uncertainty, concentrated accountability, and power/wealth concentration.

1. Race Dynamics → Collective Action Problems

2. Proliferation Differs from Traditional Controls

Unlike nuclear (rare materials, specialized facilities), AI models distribute as digital files. Meta’s Llama 2 spawned thousands of variants within weeks, some with safety stripped.

Crucial paradox the Atlas highlights: democratized model architectures coexist with concentrated frontier capabilities — running advanced models requires millions in GPU infrastructure. So proliferation is asymmetric: low-end capabilities spread widely; frontier capabilities remain concentrated due to compute economics.

Verification challenge: nuclear inspectors use satellites and radiation detectors. AI oversight would require invasive access to proprietary code/training data — information organizations refuse to expose.

3. Uncertainty Undermines Traditional Policymaking

Expert predictions consistently diverge from actual developments. ChatGPT surprised researchers despite scaling being theoretically understood. Risk assessments span from negligible to near-certain.

The policymaking dilemma: “waiting for certainty risks arriving too late, while acting under uncertainty may produce counterproductive regulations.”

Proposed solution: adaptive governance:

  • Regulatory triggers tied to capability milestones rather than fixed timelines
  • Sunset clauses forcing periodic review
  • Institutions capable of rapid policy adjustment

This is the structural argument for if-then-commitments and capability-conditional regulation rather than fixed rule books.

4. Accountability Concentrates in Few Hands

“Fewer than ten people on OpenAI’s board and five trustees controlling Anthropic make decisions affecting billions globally. Nearly all frontier development occurs in San Francisco and London, whose particular values shape systems used worldwide.”

Traditional oversight fails:

  • Corporate boards lack systemic-risk evaluation incentives
  • Regulators cannot match development velocity
  • Academic researchers depend on corporate funding/compute access

The result: “a governance vacuum where no one has both the capability and authority needed.”

5. Power and Wealth Concentration

AI creates winner-take-all dynamics. The org developing AGI could gain decisive advantages across all human domains. Empirical evidence: AI adoption significantly increases wealth inequality, benefiting capital owners while displacing workers.

This threatens democratic governance itself. When information access depends on private entities, democratic institutions struggle. Countries without domestic AI capabilities face permanent dependence on AI leaders.

The chapter raises unresolved questions about benefit distribution, worker compensation, and wealth redistribution that require urgent governance frameworks.
